Is it possible to detect very low quantities of oil in water via chromatography? The quantity resolution should be better than 0.1 ppm.

If by oil you are referring to hydrocarbons such as motor oil then any TPH method should work. This link

should take you to the Washington state methods, which have a reporting limit of 0.50 ppm for heavy hydrocarbons in water. A little modification should give you the RLs you need,
