It seems unlikely that contributors to this forum would have knowledge of a specialized European Standard such as this. Is it really a full standard and not a prEN? Have you considered tracking down the convenor/secretary of the CEN/TC252 working group that developed the standard and asking them, or are you in the wrong continent?

It is a British Standard BS EN 12868:1999. It was approved by CEN. Thank you for advice anyway.
