If you don't observe any particularly strong fragments at any collision energy, or if your fragments are very low in mass and therefore noisy, then it is possible that the SIM experiment would be more sensitive.

In general, MRM should be more sensitive than SIR primarly due to the significant reduction in noise (sensitivity is signal/noise). However, it is entirly possible to set up a poor MRM experiment and have a lower S/N than a well set up SIR experiment.

SIM: single ion monitoring
So is SIR the same as SIM?

In fact SIM = Selected Ion Monitoring. I would say that SIR is just not a correct way to describe the experiment you are suggesting.
