Standard libraries covering a wide range of compounds are available from the National Institute of Standards and Technology (NIST). The libraries are available in a number of formats. In most cases, you can obtain the libraries in the correct format for your mass spec system directly from the manufacturer. NIST offers general versions for sale, along with search engines and structural tools, which may require some data translation from your MS system's format.
Other more targeted libraries are also available from the manufacturers, and these may be specific to the VOA compounds you're interested in.
