Hi,
I would start with the specification for yor particular make and model of HPLC. For example the current HP(Agilent)1100 series pumps have a spec of 0.3% RSD based on direct flow measurement while the older 1090 has a spec of 0.3% RSD based on retention time. Good Luck.

I am an Agilent employee. The criteria you need depend on your application. I have used peptide mapping for many years and I pick peaks based on retention time only as an initial identification. For this you need a variation of less than or equal to 0.3%. The resolution acheivable by 25cm columns is more of a limit than the variation in the Rt due to the pumping system. The criteria do not need be as stringent as this when you can use LC/MS, because MS is an absolute detector and can discriminate among compounds in the same chromatographic peak.
