N-nitrosodiethanolamine

I am looking for a method to detect 10 ppb levels
of N-nitrosodiethanolamine in diethanolamine. I know that this is very low and will probably entail a concentration step, but if anyone has any ideas I would really, really, really appreciate it.

Chris,

I did some work on NDELA in cosmetics on LC/MS with APCI ionization. I was working at ~150 ppb and had decent S/N by monitoring the m+1 SIM at 135 m/z. 10 uL injection, 5 reps gave a mean response of ~80000 area counts (S/N ~150) RSD of ~10%.
