I have no experience with ion chromatography and would like to know if it is possible to analyze for ruthenium in drug substance with ability to detect 1 ppm. Current procedure is by ICP but precision is poor (85 ppm, RSD > 20%).

I don't know about IC for Ru, but Ru forms brightly colored complexes with some ligands. Perhaps 1,10 phenanthroline in the mobile phase for a reverse phase separation would work well.

Anodic Stripping is very sensitive. (Not chromatography) ppt levels achievable, lots of references.
Radiometer / Metrohm / EG+G / Echochemie /BAS are all suppliers of voltammetry equipment.
