Wet chemistry offers the best solution (pardon the pun).
How does one measure the oxidizing potential of a strong peroxide? Any wet chemistry wizards out there have an answer.
The raw material often contains several percent of the reduced free acid. Once completedly reduced a methyl ester derivative run on a polar GC column will give you the isomer purity; but that is not your question or your problem, I would guess.
