I wish to determine total content of Carboxylate anions in castor oil ?? Please advice what sort of method should i try??

In the spirit of the day, I suggest to eat the castor oil and measure the pH as it comes out again. Compare the pH to a reference standard!

since the total free anions would be very low in sample , i do not see titration/pH will help in such a situation??

Do you mean Free Fatty Acids in vegable oil ???
For total FFA use titration.
If you need to characterise the different FFA, and you want only to report up to C5-C6 chain long then it can be done by IC
Though the best way will probably be GC
