20 mM sodiumtetraborate (pH about 9) is a good way to start. will not produce to much current as opposed to phosphate buffers. You can go upto 20 or 30 kV if the capillary ID is equal to or less than 75 µm. If you are new to this technique and want to produce a nice electropherogram, degas a few ml of diet coke (no sugar !!!) and inject. You'll find caffeine, benzoic acid and aspartam (amongst other smaller peaks).
