There is one giant difference between electrophoresis and chromatography. In electrophoresis, you have only one phase, and the separation stems from the migration rate difference between different compounds in this single phase. In chromatography, you have always two phases, and the separation comes from the difference in the distribution coefficient of compounds between both phases.
Both methods separate stuff, but this is where the similarity ends.
