Anybody could tell about USP minimum tailing factor requirements ( is 1.5 acceptable) if an HPLC run is above this ?

Look what the method says! If the method says that the tailing factor should be less than 1.5, you need to change your column. If it says nothing, then nobody cares about the tailing factor.

If no tailing factor is specified, we would look at a typical value on <2.0 being acceptable. HOwever, what is right will depend on the typical values obtained when the original method was developed (if done in house). As previous poster indicates, if nothing is specified, at the end of the day it is up to you. HOwever, note that as your tailing factor gets higher, the ability of your chromatography data system/integrator to determine the end point of the peak will worsen.

1.5 is ok!
we normally tend to stick in between 0.95 and 2. above which it becomes difficult to integrate properly.
