I want to purchase a prep. hplc for the scale up of active constituents (minor constiuents)present in crude plant extracts. The system configuration includes a binary pump, uv/vis detector fraction collector etc. I would like to know if post column splitter will help me

I'm not sure that a post-column splitter will be of much use in this case. The only thing that will result from splitting part of your flow will be a loss in yield - probably not the goal of a preparative HPLC system. Splitting is often used in prep LC when detection is destructive - e.g., MS or ELSD - or if the detector can't handle the higher flow rates. If you're simply detecting by UV, you should be able to run straight through the detector to the fraction collector.
