Most Reverse Phase columns are not stable with basic mobile phases. Is that true for hydrophobic bases as well? Can you use a mobile phase that is basic if it is anhydrous?

Does this mean that one can use triethylamine as a mobile phase for bonded phases? I never considered this, and I have not seen this anywhere either.
