Can anyone tell me whether or not you should condition new columns, Reverse or Normal Phase, before they are used for testing? Many thanks.

You always need to equilibrate with your mobile phase. Depending on your mobile phase and the column, this can be very fast, or it may take a long time. Most of the time, some 20 to 30 column volumes are enough. In general, there is no reason for doing anything else.

I'd like to add that you should check for compatibility between the solvent storage of the column at delivery and your mobile phase!!!! An intermediary step could be needed if they are not compatible.
