This one is challenging since you can't use basic buffer: the compound will turn into a cyclic form azetidine. Use acidic buffer instead. To achieve a retention use ion-exchange column or Synergy Hydro RP (Phenomenex) with minimal amount of organic phase for retention. "Fat" counter ions like produced by TFA buffer may help retention due to ion-pairing mechanism.
Finally, you can't use UV detection. MS would be the best.
Alternatively, use derivatization by Dansyl chloride and other amino-modifiers.

Check this method which was developed for separation of simple amines. Chloropropylamine will be well resolved in this conditions:

Good suggestion!
The column should work in the exact listed conditions. I would expect retention for chloropropylamine at 11 min and azetidine at around 10 min.
