I did the search but found no method which fully resolve both compounds without ion-pairing reagent (so far). I do not have access to all Journals - we are a small enviromental lab in with no library.
"The official EPA chromatographic method for Paraquat and Diquat (two herbicides) does not fully resolve the compounds. The method requires dual wavelength detection, but when one compound is 10 times greater than the other, this method gives up to a 50% error in the amount calculated"

Most Journal articles are available by corrisponding directly with the author. If you are going to do this by lc/ms, you do not need full resolution anyway. Ion pair agents are not as bad to work with as people think.
