What does polarity index refers to? How do I make use of this information to determine what types of mobile phase composition?

As you might expect from the name, it's a measure of solvent polarity. It correlates fairly well with the Hildebrand solubility parameter. Useful primarily for normal-phase chromatography (and even then, not commonly used today). A good overview can be found in the classic Snyder & Kirkland "Introduction to Modern Liquid Chromatography", 2nd ed., pages 257-260.

If you don't have access to a copy, I think the book is still in print (Wiley). You can probably get it through Amazon.
