It was almost 8 years ago I worked with quantitative assay of cetylpirydinum chloride in candys (used in common cold). I do not remember much details, but I remember (I hope it's correct) I got a decent calibration curve (4-point curve with correlation coefficient R about 0.94; AUC conc. measure, NOT peak height) when I used C8/C18 (??? sorry, don't remeber!) column and the mobile phase MeOH/ACN 1:1 but the peak shape was not a textbook-like, though. Anyway, the method worked quite well and it was also quite easy to prepare the mobile phase, unlike the ion-pairing would require.
I remember that during the method evaluation I tried to used MeOH/water/TEA compositions in order to block silanols, and it was also promising, however I did not finish that approach.
The entire project was just aside of my main ones.

The problem you might have is extraction form the cream matrix. What do you try, if I may ask?
